Nations strive for progress and prosperity through promoting Tertiary Education among their citizens. The greater a person's quality of education and talents, the more likely he or she is to succeed in life. The researcher intended to assess, successes, leading challenges, and types of strategies adopted
by the policymakers of Tertiary Education for changes and reforms according to the changing needs of society. Major sources of data were the review of official records, reports, digital books, websites, newspapers' articles, and other conducted research studies in this field. For the analysis of data, a content analysis technique was used. The study found that the successes of this sector are not very good in the last five years. Secondly, there are numerous roadblocks in the way of Quality Tertiary Education that are silently weakening its performance. Thirdly the policymakers of Tertiary Education
have adopted Power-Coercive and Rational-Empirical Strategies for reforms that are not effective for change and sustainability of innovation in this sector. Thus, the Tertiary Education of Pakistan seems to be gruesome and unlikely to meet the needs of society in the dynamic environment and changed
international scenario.
